The provisions of this draft Directive are based primarily on National Security Council (NSC) Intelligence Directive (NSCID) No.SCIDnd NSC Action7 of The latter action was approved by the President onnd pertains to the recommendations of the Joint Study Group (JSG) on Foreign Intelligence Activities of the United States Government.

Specifically, the provisions regarding the composition and functions of the Coordination Staff stem primarily from JSGNo.nd the intent and explanation thereof contained in Section VII, "Coordination" of the JSG report.

Pursuant to directives of the National Security Councilncluding. of national Security CouncilDirectivend National Security Council Action7 ofl (approved by the President onhere iz. herebyoordination Staff under the personal supervision of the Director of Central Intelligence and headed by his Assistant for Coordination.

The Coordination Staff shall be composed of qualified senior intelligence professionals from the deportments and agencies of the United States intelligence community. The Director of Central Intelligence shall request, as appropriate, the heads of departments and agencies concerned to nominate senior intelligence professionals to be detailed for tours of duty with theStaff. This Staff shall be separate from any operational responsibilities of the Central Intelligence Agency or other departments or agencies.

The Coordination Staff shall assist the Director of Central Intelligence in discharging his responsibilities for coordinating the foreign intelligence activities of the United States und advising the NSC thereon; and shall support him as Chairman of tho United States Intelligence Board (USIB).

Toward this end, the Coordination Staff shall, in consultation with and supported by the intelligence elements or other appropriate components of the departments or agencies concerned:

leadership and initiative andaction throughout the United StatesIn identifying problem areas; resolvingimproving existing activities; filling gapscoverage; developing and adapting newand otherwise providing for timely andto coordination problems.

reports analysing and proposing solutionsproblems dealing with the integration,and guidance of the national Intelligence effort.

SUBJECT: Implementation of Certain NSC-Approved Recommendations of Joint Study Group

1. ay the United States Intelligence Board considered proposals with respect to implementation of certain of the NSC-approved recommendations of the Joint Study Group and took the following actions

Admiral Post's memorandum)ay setting forth reasons foreferral of USIB consideration oft this time, and General Balmer's memorandumay recommending USIB approval of the proposal, were tabled at the meeting. After noting these memoranda the Board members expressed their views regarding the proposal, particularly with respect to the timing of any USIB action in the light of factors such as any forthcoming reorganization of military intelligence agencies, and the relation to established departmental budget cycles, as well as the interest of the Budget Bureau and other high authorities in moving ahead to implement this NSC-approved recommendation of the Joint Study Group. Following discussion the members agreed, as an interim measure, that Board agencies would provide theStaff with the data requested inarrative Information on Foreign Positivend Attachment

Members agreed that the agencies should attempt to supply as complete data as they could under the circumstances. In this connection, the Board also noted certain changes toabled by the Joint Staff, and it was understood that these suggestions would be taken into consideration as appropriate, by the Coordination Staff in developing for Board review any future revision of.

b. implementation of Recommendation No.f Joint Study Group Report

After discussion with Mr. Saunders, particularly in the light of the Board action on the preceding item, the Board concurred in the views of the Cost Estimates Committee as set forth in.

In the course of the discussion General Balmer, in response to questions by members, emphasized that the Coordination Staff had been establishedn NSC-approved Joint Study Group recommendation to operatee personal supervision of the DCI and separate from any operational responsibility of the CIA or other department or agency. He noted that the NSC also had assigned the functions proposedSIB management group to the Coordination Staff.

The Chairman stated that, iniorder to proceed with implementing the various pertinent NSC directives, letters had been sent out formally requesting nominations for the Coordination Staff at this time of senior intelligence officers from Board agencies in addition to those already nominated by CIA. irrespective of the course of any subsequentof the military intelligence agencies. General Balmer also indicated that steps would be taken to-bring the question of the terms of reference ol the Coordination Staff before USIB again at an early date.

Soviet Ballistic Missile Submarine Threat

Reference required that GMAIC and CCPC prepare coordinated guidance on the Soviet Ballistic Missile Submarine Threat. Subject report, distributed via special channels and available through CCPC representatives, was preparedroup including representatives of both committees and utilizing inputs supplied through GMAIC and CCPC representatives in response to the reference.

Subject report has the approval of both CCPC and GMAIC with agreement that each agency should implement the recommendation appropriate to its area of responsibility. It is noted that some of the recommendations are already being implemented.
